Become Accredited

Any home care agency in Massachusetts can apply for Accreditation by submitting the application and relevant documentation for review. Agencies must meet all fifteen standards to be awarded Accreditation, with a $750 fee for non-members and a two-year renewal fee of $1,250. Membership fees are waived for Alliance members, and non-refundable fees must accompany the application.

Accreditation Standards

Any organization providing home care services in Massachusetts may apply for Accreditation by the Home Care Alliance of Massachusetts (the “Alliance”).

To gain accreditation, an agency must meet or exceed the following 15 standards:

1. Information Security Policy

Requirement: Written Information Security Policy to safeguard personal, health, and financial information in compliance with Massachusetts Privacy Law (201 CMR 17).

Required Documentation: Copies of privacy policies for client & employee data.

2. Service Plan for Each Client

Requirement: Establishes a service plan in consultation with the client or representative, including the scope of services, client limitations, and any relevant client information.

Required Documentation: Copy of standard agreement service planning form or policy.

3. Complaint Procedure

Requirement: The agency must have a procedure to accept, investigate, and respond to complaints from clients or employees.

Required Documentation: Copy of complaint policy and written notice to clients & employee grievance policy.

4. Abuse Reporting & Investigation

Requirement: Train all client service staff to identify and report suspected abuse, and follow a written procedure for responding to such allegations.

Required Documentation: Copy of abuse reporting and investigation policy.

5. Employee & Independent Contractor Coverage

Requirement: Agency must directly employ or contract with agencies employing most client service staff and maintain workers' compensation coverage.

Required Documentation: Declarations page of current workers compensation insurance policy and signed attestation.

6. Payroll Process

Requirement: The agency ensures timely payment at established rates, reports wages to the appropriate agencies, and ensures tax payments.

Required Documentation: Signed Attestation on the Accreditation Application.

7. Training for Client Service Workers

Requirement: Training for workers includes confidentiality, infection control, emergencies, and client needs observation.

Required Documentation: Copy of new hire checklist or orientation outline.

8. Personal Care Worker Training

Requirement: Workers assisting with personal care must meet specified training or experience requirements.

Required Documentation: Copy of policy regarding training requirements or job descriptions.

9. Competency in Personal Care

Requirement: Employees must be competent in observing, documenting care, and maintaining client function at optimal levels.

Required Documentation: Copy of competency assessment tool or checklist.

10. Verification of Licensure

Requirement: Verify licensure for professional staff (RN, LPN, Therapists, etc.) with appropriate licensing boards.

Required Documentation: Signed Attestation on the Accreditation Application.

11. Supervisor Accessibility

Requirement: Supervisors must be available by phone during service hours, and workers must know how to contact them in emergencies.

Required Documentation: Copy of emergency contact policy.

12. Quality Assurance and Supervision

Requirement: Ongoing quality assurance and supervision visits for all client service workers.

Required Documentation: Copy of supervision policy and form.

13. Background Screening Checks

Requirement: Comprehensive background checks for all direct care employees, including CORI, criminal history, and verification of other qualifications.

Required Documentation: Verification of current CHSB certification, policy for background checks, etc.

14. Liability Insurance

Requirement: Must maintain liability insurance with specified coverage amounts.

Required Documentation: Declarations page of the current insurance policy.

15. Compliance with Laws & Business Practices

Requirement: The agency must conduct business according to fair practices and comply with all applicable laws and the Home Care Alliance’s Code of Ethics.

Required Documentation: Signed Attestation on the Accreditation Application.
