9:30 AM - 10:30 AM National Medicaid Updates: Making Medicaid Work

Damon Terzaghi, Director of Medicaid Advocacy, National Alliance for Care at Home

The New Congress and Administration have wasted no time altering health care and social service programs in order to advance their priorities. This session will discuss the various legislative and administrative changes that have occurred during 2025 and may have an impact on Medicaid providers and their clients. Topics include administrative guidance, regulations, and legislation – most notably the “One Big Beautiful Bill Act” that is projected to reduce total Medicaid spending by over $1 trillion during the next ten years.

Objectives

  • Understand the various Federal changes made to the Medicaid program during 2025 and the implementation dates
  • Know the impact on states, as well as the decisions Medicaid agencies will need to make over the next few years
  • Understand where and how to advocate for policies at the state and federal level that mitigate negative impacts on providers

10:30 AM - 11:30 AM HHVBP – Tracking and Managing Results under the new CY 2025 Measure Set

Tracking the trends in existing measures is important, but how should you be managing to the new measures and understand how they contribute to your TPS scores in the expanded HHVBP model. Understanding the new measure changes is imperative, especially regarding coding OASIS and the GG-items to obtain a realistic DFS Expected score. Join our speaker in understanding the new measures and strategies to improve your outcomes and TPS scores.

  • Describe the new CY 2025 HHVBP measures and how they are calculated
  • Compare how scores are changing over the first two years of the expanded model
  • Examine how to translate measure points and scoring to the TPS and APR

This two-part session will feature a presentation by a managed care expert who will discuss how Managed Care Entities (MCEs) are thinking about home-based care and the opportunity for our industry to present a value proposition that works for both sides and improve outcomes. Part two of the session will feature a provider-panel who will discuss lessons learned, best practices and challenges they have overcome (or can't seem to overcome).


2:45 PM - 3:45 PM Navigating the AI Landscape: A Strategic Investment Framework for Leadership

Damon Terzaghi, Director of Medicaid Advocacy, National Alliance for Care at Home

Damon Terzaghi has spent his career working in programs that support older adults, people with disabilities, and low-income families. Currently, Damon is Director of Medicaid Advocacy at the National Association for Homecare and Hospice (NAHC). At NAHC, Damon is responsible for establishing the Association’s Medicaid-specific regulatory, legislative, and technical assistance priorities; providing information and analysis to members regarding issues in Medicaid that impact Homecare, Hospice, and HCBS; and developing NAHC’s Medicaid-specific resource library.

From 2014 to 2022, he was a Senior Director at Advancing States, the association representing state government aging, disability, and long-term services and supports agencies. In this role, he was responsible for collaborating with members, the board of directors, and leadership to establish the association’s policy platform; engaging with Congress, the Administration, and outside counsel to promote the priorities; providing direct technical assistance to state entities on Medicaid, aging, and disability programmatic and policy issues; and researching national trends around long-term services and supports.


Chris Attaya, Vice President of Product Strategy, Strategic Healthcare Programs

Christopher Attaya, MBA, joined Strategic Healthcare Programs (SHP) in 2014 after spending 28 years in executive and consulting positions within the home health and hospice industry. He is responsible for product development and client relationships to help organizations achieve enhanced operational and financial performance by utilizing SHP’s industry-leading analytics platform and benchmark data. Prior to SHP, Chris was the Chief Financial Officer at the VNA of Boston and worked at Partners Health Care at Home as Chief Financial Officer and Chief Executive Officer. He received a Bachelor of Arts degree in Public Health from Tufts University and an MBA from the Graduate School of Management at Boston University, concentrating in health care finance.


 


Mickel Mirchandani, Co-Founder and CEO, Skyra.AI

Mickel Mirchandani is the Co-founder and CEO of Skyra.AI, an innovative AI-powered platform dedicated to transforming the home health and hospice industry. With focused expertise gained from his work in private equity, Mickel partnered closely with home health and hospice operations, developing a deep understanding of the sector's unique challenges. This experience served as the catalyst for forming Skyra.AI, which leverages artificial intelligence to help operators reduce costs and enhance patient care. Prior to his role in private equity, Mickel built a comprehensive understanding of the broader healthcare landscape through his work in healthcare consulting. Mickel holds an MBA from Cornell University and a BBA from Indiana University, Bloomington.
