Electronic Visit Verification

Electronic Visit Verification (EVV) is a tracking system that requires electronic verification of when a person receives Medicaid-funded personal care or home health services. Under the 21st Century Cures Act, passed in 2016, states must implement an electronic system to verify certain home and community based services were delivered in order to continue receiving federal financial support toward the costs of those services. Massachusetts has selected Sandata as the data aggregator. Providers may use an alternative vendor that utilizes GPS and integrates with the state’s data aggregator.

The state has initiated its 'early adopter' process, which will run from now until the end of the year.

Providers are required to register with the state. Agencies do not need to enter into HIPAA-mandated Business Associate Agreements (BAAs) with Sandata before connecting to the EVV reporting system.

A business associate contract is not required with persons or organizations whose functions, activities, or services do not involve the use or disclosure of [PHI], and where any access to [PHI] by such persons would be incidental, if at all.

FAQ | EOHHS/MassHealth Checklist

EOHHS/MassHealth has contracted Sandata to handle electronic visit verification (EVV) activities. This contract includes provisions for data management and confidentiality, along with a business associate agreement.

Since Sandata is acting on behalf of EOHHS, providers do not need to establish any additional data-sharing or privacy agreements with Sandata.
